A program for developing institutional capacity and human capital of the National Qualifications Agency.

Briefly

Since August 2021, the World of Communities expert team has been working on the Institutional Capacity and Human Capital Development Program for the National Qualifications Agency (NQA) under the EU4SKILLS program.
The program runs until the end of 2022 and includes employee training, mentoring, and assistance in organizing internal processes to strengthen the NQA team.

As with other projects, in the development of the Institutional Capacity and Human Capital Development Program for NQA, we strive to be as clear and efficient as possible for our partners.
The experts at World of Communities remain available to offer support to NQA staff with the planned program activities.

Our collaboration is built on educational initiatives, mentoring, the implementation of innovations, and continuous knowledge sharing and reflection from all participants involved.

Program Areas

NQA staff can rely on expert support in the following key areas

Strategic Planning

This involves strengthening the connection between daily operations, current planning, and achieving long-term strategic goals. It also includes the introduction of a risk management system.

Communications

Experts will help develop a communication strategy, enhance internal and external communication, craft clear strategic messages, and increase visibility among key stakeholders. The focus is on ensuring operational communication is simple and easily understood by various groups.

Staff Competency Development

The program focuses on strengthening employees' skills for everyday tasks and responsibilities, while also harmonizing gender approaches in the workplace.

Monitoring

A monitoring system will be designed to track key performance indicators related to the effectiveness of the organization and integrated into the management process.

HR & Process Optimization

The program will identify inefficient internal processes, transform them, and automate where possible to maximize the creative potential of NQA staff. It will also focus on streamlining the onboarding process with clear documentation outlining internal procedures.

Management Competency Development

Training will be provided to NQA members on communication, modern management approaches, and effective task setting for better collaboration with the NQA Secretariat.

WP I. Preparation

August–September 2021
● Review of the organizational development assessment report of NQA● Preparation and facilitation of a workshop with NQA management● Design and development of the roadmap for implementing the institutional development and human capital program for NQA● Hold working meetings with staff to present the roadmap and collect feedback● Update and finalize the action plan and activities for the program.

WP II. Training Activities

September 2021–September 2022
Delivery of training sessions focused on the following areas:● Strategic planning● Monitoring● Communications● HR and work process optimization● Development of management capacity.

WP III. Post-Analysis

September–November 2022● Design of post-analysis methodology● Data collection for the post-analysis● Preparation of the post-analysis report.

WP IV. Reporting

November–December 2022● Preparing detailed reports on the results achieved within WP II● Preparing and submitting analytical interim and final reports.

The “EU4SKILLS: Better Skills for Modern Ukraine” program is funded by the European Union and its member states—Germany, Finland, Poland, and Estonia. It aims to support the reform of vocational education and the modernization of infrastructure in 21 selected educational institutions across Ukraine. The program operates nationally and focuses on seven specific regions: Vinnytsia, Poltava, Zaporizhzhia, Rivne, Lviv, Mykolaiv, and Chernivtsi.
